Yeah a lot of primetime shows don't have craft services either or they ave very little to offer there.

It's expensive. As someone who worked in catering when I was in college it was surprising how much the food costs were.

Of course, Tony is doing this gig on a soap opera for the money. Why else would he be doing it? Besides, he pointed out that he is a "working actor."

Exactly, makes him no different than the soap stars who have stuck around for years and the ones that come back every few years. What's wrong with him doing it for the money?

To be fair to him, soaps had craft services for a number of years, so he might have heard this from people he knew who'd once worked on soaps. I'm not sure if Y&R ever did (for many years they didn't even have hot water).
