I'd say that was Friends influence.

90210, Melrose Place, NYPD Blue, ER, Friends influenced soaps in the 1990s the way Dallas and Dynasty influenced soaps in the 1980s.

The "primetime" look.

The City and Sunset Beach (at least for a while) did it.  

In my opinion it never works in soaps, at least not for me. That's a reason I never got into the UK soaps.
