I've thought this for a long time. 

Fen being written as a budding singer was obviously done with Max Ehrich in mind.  Ehrich turned down the stint, at the time but expressed the hope that he'd return in the future.  I think Y&R is likely keeping their options open.

    He's definitely done. It baffles me how they went full force with that dude and then immediately dropped him (not that I found him that good)
