TV shows, and soaps in particular, believe that when a character is despised but is generating massive viewer feedback that it's a sign that the character should remain on the show. You're talking about the character and responding to the character on social media and message boards. That to them means the character has made a significant impression. It's when you say nothing, good or bad, that's when they get rid of a character. Think about it.

I get it. I’m sure Charity Rahmer would have dominated social media if she aired as Belle today. But... she was terrible (admittedly in an entertaining way, which I can’t say for Wes).  Wes’s acting choices literally take me out of scenes. I’m more focused on his ridiculousness to even engage with the stories or the world of the show. If that’s the effect they want, more power to them. Desperate times call for desperate measures. There’s not much else to engage with on GH.
