According to Michael Bruno's site, Jay Pickett (ex-Frank Scanlon, PC; ex-Temporary Lorenzo Alcazar, GH) will be joining GH in the role of David. There are no other details as of now.

When he was awful as tempLorenzo he did an interview saying he was bff with SB and KM. Friends in high places much have helped.

I don't mind Jay Pickett too much, but he's not believable as a bad boy or villian. He's good at playing blue collar [!@#$%^&*], which is what Frank was for a majority of his run on PC.
