That's Dick Christie who plays Pam's boyfriend, Charlie. You may remember him as the dad from Small Wonder.

Great picture, btw, even if I don't necessarily get the way they are placed. I dig what they're wearing. KKL doesn't look recognizable to me.

Ah, cool I didn't know they'd given Pam a love interest. Thanks, he was the only one I didn't recognize I havent'seen the show for ages.

Depending on when the photo was taken, KKL might have been in Italy. I have seen some past photos, like one from 5-6 years ago, where Susan Flannery and Ashley Jones were both unavailable for the cast photo, so they used a stand-in wearing the correct outfit for placement and then edited in the actresses' heads after.
