I'm not sure whether you've seen this article but the comments about the "prevention paradox" and worries about a second wave of infection in regards to opening up from a lockdown are interesting. By the way, this man was one of the people who discovered, tracked and advised on the SARS pandemic, so he has a considerable range of knowledge on the matter. His insights on the possibility of having other coronaviruses that protect against COVID-19 is an intriguing one.

Someone said the quote was not specifically about the relief fund but the notion in general that more prize money should be funneled down to lower ranked players, to which Thiem disagrees.
