I noticed for an episode after Marland left but before PFS started that no less than four people were credited together at the top of the writing team. The people listed together at the top are generally supposed to be the headwriters team. It looked like, at least right after Marland left, they were serious about this decentralizing plan.
I get it, some headwriters do lose sight of the big picture. I think that was definitely true of the end of Marland's time at GL. But, OTOH, it's probably better to have one (or a true writing partnership, like the Dobsons were) because then you have the problem of too many cooks.
