Well, what's more annoying? Major characters never getting punished for their crimes, or major crimes committed by minor characters?

 

Can someone remind me what GL's Billy did to get sent away? Was that for trying to kill Roger?

Yep Billy went away for shooting Roger. It was the epic storyline as everyone thought Roger was dead and there were so many suspects (Alex, Billy, Bess Lowell, Vanessa, Ross etc.) and then boom! Roger shows up hiding in Holly's basement with the bullet still lodged in his body and trying to frame either Alex or Billy for his shooting and was shocked to find out it was indeed Billy and not Alex. Unfortunately Geoffrey Scott was playing as Billy at the time as the fallout occurred so there was a bit of a lacklusterness to it. It set off in motion the battle over custody of Peter, which Billy and Vanessa had(thanks to Nadine's schemes). We didn't see Billy again until Vanessa's "funeral" in 1996, and it wasn't until the fall of '97 Billy was released for good behavior/cutting a deal or something. I don't recall how Roger reacted although by then Paralato was in the role.
