It's the dress. It covers that enhanced chest up. She's had implants, albeit very small tasteful ones. There is a photo from 1984, taken by Ron Galella, at the Daytime Emmys that highlights La Lucci's lack of chest perfectly. Take a look it's in the right hand side in the middle:
