The deafness story, like the epilepsy story, has a lot of potential...but rushing and neglect damaged it. It would have been interesting for Devon to deal with deafness. That could become a new stable background for the character...color all he does and says...and THAT could have been a major enrichment of the Devon character. INSTEAD, he got this miracle cochlear implant within a few weeks....and he is not discernibly hearing impaired anymore...he just wears that headband device that we sometimes see. Same with Victor. He has a chronic condition (epilepsy), and it is likely that medications plus the loss of neuronal tissue (due to his original lesion, followed by the gamma knife surgery) explain part of why he's so enraged and mean these days. BUT NOBODY CONSIDERS THIS? They all think Victor has gone back to being a mean donkey...rather than saying "I wonder if he's having a recurrence of epilepsy-related problems, and if his behavior is a sign that he needs help?" I'm hoping both of these health stories...since they were created and are chronic parts of the characters now...get used and mentioned. Classic Y&R used to be good about using these kinds of things forever (think of how often John's cardiovascular condition came into play).
