Because per the shows end credits she is still a contract cast member.

Not only that but the ABC bios on the website still have Kirsten playing Maxie and updated it recently to add John and Starr but still didn't add Jen Lilley

They're not "wasting money". She's on medical leave. Its not like they just chose to recast. You can't grant somebody medical leave and then fire them during it.

I beleive she surpassed the amount of medical leave time. Someone told medical leave is 6 months and after six months they don't have to pay you anymore.

It varies from state to state and job to job. My understanding is there is a time frame for paid time off but they can't just fire you either if that time is up. You would still be employed but not paid anymore.
