I noticed Officer Fish was missing from this list... or did I miss him?

So Shane, Layla, Michael, and Marcie are the least used contract players this month. I think Gigi needs to learn the truth about Chloe's birth and spill to Marcie, so that Marcie's story can rebound. Marcie would look absolutely crazy... but would be absolutely right.

What episodes were Layla in? Is the episode with The Plain White T's counted since Layla and Talia were there in one scene without dialogue, and the other episode was... Talia's birthday? Was Layla really in no other episode?

The other Layla episode was early in the month, January 6th actually.....she had scenes with Sarah. I believe her scenes in that episode including coming back to the apartment after walking Cristian Vega the dog, talking with Sarah, and leaving when Agent Troy from the ICE arrived to talk to Sarah about Cristian and Vanessa.

And she had non-speaking scenes along with Talia in the Plain White T's episode.

Officer Fish was not on the list.....his appearances where in the New Year's Eve episdoe and again early this month.

Although, Talia was supposed to urge Layla to give him a second chance in the Plain White T's episode on January 21st....but unless I missed something, he wasn't in that episode at all, and Talia and Layla had only non-speaking, dancing scenes.

And Charlie and Markko......each was only in 4 episodes. Anymore the two of them are right up there with the others you listed above.
