Well I understood it to mean: When the ratings fall precipitously, FOR WHATEVER REASON, they will not bounce back. Translation: If you lose viewers, they do not return, and you not make up for them with new viewers.

I'm just trying to build an evidence base and archive some of the thinking I've done here and on usenet. I'm not even sure what case I'm building yet, but something is gestating :-).
