Maybe that is Anna's reintroduction; (She's in fashion), maybe the baby is entered into her pageant, and she knows that the baby is Claire and returns her to Salem. I tihnk the pageant has potential. I don't think Victor wants to keep her hidden away forever, but more like use her to teach Shawn and Belle a lesson.
