Let’s say the two of them got married. Since Zoe is technically still a man and hasn’t gone under the knife, a marriage between them would be legal, correct? If they did get married, who do you think would change their last name? Would it be 'Bianca Luper' or 'Zoe Montgomery'?

Zoe is legally a man so yes a marriage between them should be legal. They could always get a hyphonated name like Luper-Montgomery or vice versa

So if Zoe got surgery, a marriage wouldn’t be legal even though she was born a man? That's sad.

Im no law major but I would think that if regardless of whether Zoe had surgery, (s)he is still legally a man. Its a man that is linked to the social security number (and birth certificate) and that is what identifies you in this country. Changing the outside appearance doesnt change that fact

They could get married. And it would make most lesbian viewers scream with outrage if Bianca married Zarfoey.

Plus it just illustrates that Zoe and Bianca are not a lesbian couple, truly (at least not at the stage of Zoe's transition). Bianca and Zoe can get legally married as a heterosexual couple in the eyes of the law, Bianca and Lena or Maggie...in one state. Gay Marriage is constitutionally forbidden in most states of this union.

So, yes...agree with you Target.
