It is used to let the member know what there warning level is up to if they have been warned by the MODS about something. If it is at 0% that means you have not been warned about anything. It let's you know what your present warning level is and, if you have recently been warned, you can click on the number in front of the percent sign to find out why you were warned and when it occured.
