I am currently having monitor problems and I dont know what it is. The screen looks fine until I view an avatar, siggy or any photo. The photo/avatar/siggy has a blue hazzy outline around the picture. Like in school when you were asked to get a color and trace the image. That is how my pictures look with a blue tracing around it.
