I don't know if this was answered, but..

last week on OLTL, Todd said he was going to name his son (Tommy) Sam. Why Sam? Were Sam and him close? Can somebody explain a bit of their history because to me that came out of thin air.

If I remember correctly (and most of that whole time was OLTL that I care to forget) Sam and Todd were close. Sam was something of a father-figgure.

True Todd and Sam were close and Sam was like a father figure to Todd. Sam was Todd's high school football coach and that's how Sam became a mentor to Todd.
